I believe the class breaks easily into a top, middle, and bottom pair. When judging from pictures we have to keep in mind not all pictures are taken from the same angle and not all lambs are set up the same, therefore, careful observation has to be made of each individual lamb.
I believe 2 & 3 fit the top pair,3 & 1, the middle, and 1 & 4 the bottom pair.

I'm starting the class with 2 . I do realize the lamb is fitted and has the most finish of any lamb in the class while 3 is still in the fleece. I do believe both of these lambs will hang a very desirable carcass when fed to optimum slaughter weights.
I see 2 as a medium framed power lamb that is correctly balanced. 2 shows width in the chest floor and brings the width to the rear. He's clean in the brisket area, smooth at the shoulder points with excellent neck placement. I will grant 2 does slope slightly from hooks to pins, however, is long hipped and square through the dock.
When viewed from the rear 2 shows to be wide and square over the rack and loin with good depth of loin edge which would suggest a large loin eye. 2 has excellent depth of twist and tremendous lower leg muscle with a bulge through the stifle. Although not a long sided lamb it does squares up nicely and is well balanced.

In placing 3 second in the class. I believe this Shropshire looking lamb will make an excellent show wether that will hang a desirable carcass when finished. 3 is very clean in the brisket and through the shoulder and very straight in its top and bottom lines with moderate width through the chest floor. From the side I do see some slope off the hip, however, I believe when this lamb reaches slaughter weight it will level out in this area.
I just do not see the overall thickness over the rack and loin as I see in the class winner, 2.

I'm placing 1 third in the class. This lamb is clean through the shoulder, however appears to be off slightly in neck placement. from the rear 1 does not exhibit the width and thickness over the rack and loin that I see in a high quality lamb. 1 does appear to be pinched in the pins, shallow in the twist and flat over the stifle.

Fourth Place: 4

I believe the cross lamb, 4, goes to the bottom of the class rather easily. 4 is narrow over the shoulder, un-even in its top and bottom lines, slopes off the hip and from the rear looks to be narrow over the rack and loin with a tapered loin edge.
Although 4 stands wide in the rear it is also narrow in the pin set and shallow in the twist.
For these reasons I see the class placing 2, 3, 1, 4 with cuts of 3, 5, 3.
